Pharma is scared of the regulators right now and there has been a lot of cracking down on inappropriate behaviour especially in the US. I think this brings an inherent slowness to these kind of engagements while they jump through so much legal red tape. Not an excuse but it does explain the lack of speed partially, don't you think?
